Supplemental Nutrition Assistance Program (SNAP)

The SNAP program at ICIRR is dedicated to providing equal access to health and safety-net services for immigrants and refugees. Through a network of 44 ethnic community-based organizations operating in over 60 different languages across Illinois, communities are provided access to safety-net services.
The SNAP program is a partnership between the Illinois Department of Human Services (IDHS) and the Illinois Coalition for Immigrant and Refugee Rights (ICIRR). In 2010, this network was integrated into the federally funded Illinois SNAP & WIC Outreach Plan.
UPDATE, April 7 2023: SNAP emergency allotments ended on February 28, 2023. Under federal guidance, IDHS returned SNAP benefits to pre-pandemic levels starting March 2023.
SNAP clients can visit abe.illinois.gov or call the IDHS Helpline at 1-800-843-6154 to update their information if there's a change in address, increase in housing costs, or decrease in income to receive the maximum benefit they're eligible for. SNAP clients can also contact our Immigrant Family Resource Program (IFRP) partners for assistance.

Big impact: Our network has been instrumental in improving the lives of over 500,000 immigrants and refugees in the past 12 years by connecting them to valuable and essential front-line services.
Cost Effective: In FY19, partners assisted 66,663 individuals -that’s a 74% increase from the previous fiscal year- to access safety net programs at a low average cost of $69.04 per active case.
Meeting federal and state mandates: By providing assistance in over 60 languages, ICIRR partners help IDHS meet obligations of Title VI / 1964 Civil Rights Act as well the Quinones Consent Decree.
Leveraging Funds: As part of the SNAP outreach plan, the network receives a 50% federal match. All partners supplement with additional support.
