REQUEST FOR FUNDING PROPOSALS

The Illinois Coalition for Immigrant and Refugee Rights (ICIRR) is pleased to announce our internal Request for Proposals (RFP) for the New Americans Initiative (NAI) and the Immigrant Family Resource Program (IFRP) is NOW OPEN. These initiatives seek to procure cost-effective and strengthened service delivery through open and competitive bidding. Funding will be prioritized for areas with a high concentration of low-income, limited English-proficient immigrants. Governor Pritzker announced the maintenance of the Immigrant Services Line Item in his Budget Address on February 19, 2025. We anticipate that the State will soon issue an open NOFO for $38 million based on the Governor's proposed budget for the Immigrant Integration Services Line Item in Fiscal Year 2026. ICIRR will once again apply to the Illinois Department of Human Services (IDHS) to be the fiscal agent for NAI and IFRP in FY26.

 

As the proposed administrator of state funds, we will submit an umbrella application to IDHS that includes budgets and work plans for all partner agencies wishing to join us in receiving funds for NAI and IFRP through ICIRR. Please note that the State Notice of Funding Opportunity (NOFO) has yet to be released; thus, all funding described herein is tentatively based on the pending State NOFO. We expect the State NOFO to be announced in the coming days.

 

This notice pertains to the expected availability of funding for comprehensive integration services for immigrants and refugees residing in the State of Illinois. As a fiscal agent, ICIRR will endeavor to provide ethnic and language-specific services to the extent that resources permit. ICIRR seeks proposals for the following immigrant integration programs:

 

Immigrant Family Resource Program: This initiative will help immigrants and refugees on the path to self-sufficiency by helping low-income, low-English-proficient, eligible immigrants access essential human and government services and other safety net programs. IFRP partners will offer case management, interpretation and translation, Information and referral, and Outreach services in multiple languages across Illinois.

 

New Americans Initiative: This program will seek to assist eligible immigrants in Illinois in becoming US citizens. The initiative will include Outreach Services, Citizenship Education Classes, and Application Processing for the naturalization and DACA renewal process.

Organizations that intend to apply must complete the Letter of Intent (LOI) by 5 pm Monday, March 10, 2025. NAI LOI Link and IFRP LOI Link.

 

During the bidder's conference, applicants may request additional information and clarification regarding the Request For Proposals (RFP). Attendance is mandatory for all organizations intending to apply.

CLOSING DATE

Applications for NAI, IFRP, or Both must be received before 5:00 pm on Thursday, March 20, 2025.

NOTE: Proposals will be submitted via Smartsheets using the links provided below. Smartsheets does NOT allow you to save work; once you are ready to submit the application, go to the link. It will take you about one hour to complete the information on Smartsheets.
