Language Access Programs (SNAP & WIC Outreach Initiative)

Through a network of 37 ethnic community-based organizations operating in 59 different languages across Illinois, communities are provided equal access to health and safety-net services. The work is a partnership between the Illinois Department of Human Services (IDHS) and the Illinois Coalition for Immigrant and Refugee Rights (ICIRR). In 2010, there was integration of this network into the federally funded Illinois SNAP & WIC Outreach Plan.


The Immigrant Family Resource Program (IFRP)

The Immigrant Family Resource Program (IFRP) is a contract between immigrant-serving organizations in Illinois, The Illinois Coalition for Immigrant and Refugee Rights, and the Illinois Department of Human Services to support immigrant access to public benefits. 

The goal of the IFRP is to ensure that low-income immigrant families and other limited-English speaking persons are able to thrive by reducing barriers when seeking public benefits (nutritional, medical, housing, psychological, childcare, employment), as well as the cash support they need for proper health, well-being, and economic self-sufficiency.

We currently partner with 53 community based organizations with capacity in 59 languages.

Impact and Effectiveness at the Integrated Immigrant Communities

Big impact: Our network has been instrumental in improving the lives of over 500,000 immigrants and refugees in the past 12 years by connecting them to valuable and essential front line services.

Cost Effective: In FY14, partners assisted 71,088 individuals -that’s an 18% increase from the previous fiscal year- to access safety net programs, at a low average cost of $59.33 per active case.  

Meeting federal and state mandates: By providing assistance in 59 languages, ICIRR pertners help IDHS meet obligations of Title VI / 1964 Civil Rights Act as well the Quinones Consent Decree.

Leveraging Funds: As part of the SNAP outreach plan, the network receives a 50% federal match. All partners supplement with additional support.
